esperar.
"In Miracleland, a Ministry of the Flip-Flop is needed"
by Mario delgado Noguera
There is a Patria Milagro (Miracle Homeland), a Fondo Milagro (Miracle Fund), a Plan Milagro (Miracle Plan) and, apparently, an unofficial, shadow Ministry of the U-turn, which does not feature on Abelardo’s organisation chart.
Let us look at petrol. On 30 September, the Government announced an increase of 46 pesos per gallon, and a few hours later, the President reversed it. Forty-six pesos! Not even enough for half a street-corner tinto. The President himself recounted that he summoned the Minister of Mines after finding out about the increase. In other words, he found out about what his own Government had just announced… and then, a complete U-turn! Meanwhile, that perennial black hole, the Fuel Price Stabilisation Fund, will remain unfilled. Former Minister Juan Camilo Restrepo warned that freezing prices widens that deficit. How much does this gesture cost? One media outlet mentions 8,300 million pesos that will be absorbed by the State.
Let us look at Pereira, and the funds for the 10 August earthquake. The President announced that the reconstruction would cost around 30 billion pesos, according to a private firm. Then came the Fondo Milagro. Decree 1379 created it on 9 September, yet nearly two months after the quake, the resources had still not arrived, and according to María Ximena Duzán’s podcast, the situation in the affected city is grave; its reconstruction has no horizon. Cambio magazine reported that almost two months later, it still had neither a manager nor a procurement manual. The fleeting departure of the president of Colpensiones took place amidst a cascade of failed appointments, and the Government centralised communication within the Presidency, meaning the ensemble casts speak little, while the soloist sings a great deal.
Regarding the cabinet, the journalist Michael Reid speaks with that biting English phlegm during an interview with Ricardo Ávila in El Tiempo: ‘Abelardo, with a few exceptions, has not appointed individuals of recognised ability to key positions.’ And he concludes on the serious matter of security: one must not confuse ‘the president’s theatrical prominence with a serious security policy’. Theatre, indeed—complete with a curtain, a spotlight, and the lot. Reid, a fair man, concedes: Petro left behind a difficult fiscal situation and a deterioration in security. True. But inheriting a fire does not give one licence to change the hose every half an hour.
Pedro Santana, director of Sur magazine, sees something rather darker: an authoritarian project. His inventory includes the stubborn insistence on believing that the ideal family exists in Colombia, despite it being known since the studies of Virginia Gutiérrez de Pineda that a vast proportion of households are headed solely by single mothers; the draft decree amending Decree 003 of 2021, which would allow the Police to intervene from the outset if there is violence; the dismantling of the Reincorporation Advisory Office, which has been warned to represent the beginning of the dismantling of the institutions built to fulfil the Peace Agreement; and a cut of around 174,000 million pesos to the JEP.
Between decrees, U-turns, and funds that exist far better on paper than on the ground, the miracle is this: the Government builds and destroys at breakneck speed within the hidden Ministry of the U-turn. And the people of Pereira simply have to keep on waiting.
